Asbestos pipe lagging was manufactured using several different fibre types, each with a different risk profile. The type of asbestos present affects the removal methodology, the level of respiratory protection required, and the cost of the project. Amosite (Brown Asbestos) Lagging

Very High Risk

Amosite was the most widely used fibre in pipe lagging from the 1940s to the 1970s. It is highly friable — meaning it crumbles easily — and releases fibres at the slightest disturbance. Amosite lagging is considered one of the most hazardous ACM types and must always be removed by an licensed contractor.

The Legal Position on Pipe Lagging Removal

Asbestos pipe lagging is classified as a licensable material under Schedule 2 of the Control of Asbestos Regulations 2012 (CAR 2012). This means it can only be removed by a contractor holding a current HSE asbestos licence. The HSE must be notified at least 14 days before work begins using the ASB5 form. Workers must hold a current medical and be enrolled in a health surveillance programme.

Following removal, the four-stage clearance procedure must be completed by an independent UKAS-accredited analyst before the controlled area can be dismantled and the space reoccupied. The clearance criterion for licensed asbestos removal is 0.01 fibres per cubic centimetre (f/cm³).

Any person who removes licensable asbestos without an HSE licence commits a criminal offence under CAR 2012 and the Health and Safety at Work etc. Act 1974, with penalties including unlimited fines and imprisonment.

Encapsulation vs. Removal for Pipe Lagging

In rare circumstances where pipe lagging is in excellent condition and in a permanently inaccessible location, asbestos encapsulation may be considered as an interim management measure. However, given the friable nature of most pipe lagging and the high fibre-release potential, removal is almost always the recommended approach.
