When AIB Removal Is Required
Office & Commercial Refurbishment
AIB ceiling tiles and partition panels are the most common ACM encountered during office refurbishments. Any project involving the removal or disturbance of suspended ceilings, partition walls, or service ducts in a pre-1985 building must be preceded by a refurbishment survey. Failure to do so is a criminal offence under CAR 2012.
School & Education Buildings
Post-war school buildings — particularly those built using the CLASP or SCOLA prefabricated systems — commonly contain AIB ceiling tiles, partition panels, and service duct linings. AIB in schools is a significant concern given the vulnerability of the occupants and the frequency of maintenance disturbance.
Healthcare & Public Buildings
Hospitals, health centres, and public buildings built between 1950 and 1985 frequently contain AIB in ceiling tiles, partition walls, and fire door linings. Refurbishment and maintenance projects in these buildings require careful asbestos management to protect patients, staff, and visitors.
Domestic Properties
AIB was also used in domestic properties — particularly in airing cupboard linings, boiler housing panels, and some ceiling tiles in 1960s and 1970s homes. If you are planning a loft conversion, extension, or kitchen/bathroom refurbishment in a pre-1985 property, a survey is strongly recommended.

How We Remove Asbestos Insulation Board
Survey & Risk Assessment
A UKAS-accredited asbestos surveyor inspects the building and confirms the presence, type, and condition of the AIB. Samples are taken and analysed by a UKAS-accredited laboratory. A risk assessment and method statement (RAMS) are prepared before any removal work begins.
HSE Notification
For licensed asbestos removal, the relevant authority must be notified at least 14 days before work begins using the ASB5 notification form. We handle this notification on your behalf as part of the project management process.
Controlled Area & Enclosure
A fully enclosed controlled area is established around the AIB, with negative pressure units (NPUs) maintaining a lower air pressure inside the enclosure than outside — preventing fibre migration. Decontamination facilities are set up at the entrance to the enclosure.
Wet Removal & Shadow Vacuuming
The AIB is wetted thoroughly with a fine mist of water to suppress fibre release, then carefully removed in sections. Shadow vacuuming with a Type H HEPA-filtered vacuum unit follows each section of removal to capture any fibres released during the process. Boards are never broken or snapped — they are removed whole where possible.
Decontamination & Waste Disposal
All asbestos waste is double-bagged in UN-approved asbestos waste bags, labelled, and removed from the site in a sealed, labelled vehicle. Waste is disposed of at a licensed hazardous waste landfill site. Hazardous Waste Consignment Notes are provided.
Four-Stage Clearance
On completion of removal and decontamination, an independent UKAS-accredited analyst conducts the four-stage clearance procedure: thorough visual inspection, background air test, clearance air test, and final visual inspection. A clearance certificate is issued on successful completion.
The Legal Position on AIB Removal
Asbestos insulation board is classified as a licensable material under Schedule 2 of the Control of Asbestos Regulations 2012 (CAR 2012). This means it can only be removed by a contractor holding a current HSE asbestos licence. The HSE must be notified at least 14 days before work begins using the ASB5 form. Workers must hold a current medical and be enrolled in a health surveillance programme.
Unlike asbestos cement sheet — which can sometimes be removed under a notifiable non-licensed work (NNLW) arrangement — AIB is always licensed work. There are no circumstances in which a non-licensed contractor may legally remove AIB.
Following removal, the four-stage clearance procedure must be completed by an independent UKAS-accredited analyst before the controlled area can be dismantled and the space reoccupied. The clearance criterion for licensed asbestos removal is 0.01 fibres per cubic centimetre (f/cm³).
AIB Removal vs Encapsulation
In some circumstances, asbestos encapsulation may be considered as a temporary management measure for AIB in good condition and in undisturbed locations. However, encapsulation is not appropriate where the AIB is damaged, deteriorating, or in a location where it is regularly disturbed. For most commercial refurbishment and renovation projects, removal is the only practical option. We will advise on the most appropriate solution for your specific situation.
