Asbestos in Old Houses: A Room-by-Room Guide

If your home was built or refurbished before 1999, asbestos-containing materials (ACMs) are likely present somewhere. This guide explains where to look, how to assess the risk by decade, what to do before buying or selling, and when to call a licensed contractor.

Asbestos was used extensively in UK domestic construction from the 1930s through to the complete ban on 24 November 1999. At its peak in the 1960s and 1970s, it appeared in Artex textured coatings, floor tiles, ceiling tiles, pipe lagging, boiler flues, garage roofs, and dozens of other applications. The HSE estimates that around 1.5 million commercial and domestic properties in the UK still contain asbestos, and the figure for pre-1980 homes is considerably higher.

The critical point is that asbestos in good condition, left completely undisturbed, does not pose an immediate health risk. Fibres are only released when the material is damaged, drilled, sanded, or disturbed. The danger arises during building work — a kitchen refurbishment, a loft conversion, a boiler replacement — when homeowners and tradespeople unknowingly disturb ACMs without the protection of a licensed contractor. This guide is designed to help you understand where asbestos is likely to be in your home, so you can make informed decisions before any work begins.

Before any building work in a pre-1999 property: commission a management survey from a UKAS-accredited analyst. This applies to kitchen and bathroom refurbishments, loft conversions, boiler replacements, and any work that involves drilling, cutting, or removing building materials.

Asbestos Risk by Decade of Construction

The decade in which your home was built or last substantially refurbished is the single most useful indicator of asbestos risk. The table below summarises the likelihood of finding ACMs and the most common materials by era.

Room-by-Room: Where to Look for Asbestos

Asbestos was used in almost every part of the domestic building envelope. The following breakdown covers the most common locations by room, the specific materials to be aware of, and the recommended action before any building work.

Loft / Roof Space

Common ACMs:

  • Loose-fill asbestos insulation (blue or brown fibres between joists — extremely hazardous)
  • Asbestos cement roof sheets on outbuildings visible from the loft
  • Pipe lagging on cold water tanks and overflow pipes
  • AIB boards used as fire protection around chimney breasts

Recommended action: Do not disturb loose-fill insulation under any circumstances. Commission a management survey before any loft conversion or insulation work.

Kitchen

Common ACMs:

  • Vinyl floor tiles (9-inch square tiles common in 1960s–1970s kitchens)
  • Bitumen adhesive beneath vinyl tiles
  • AIB panels behind boilers and cookers as fire protection
  • Artex on ceilings (if not smooth plaster)

Recommended action: Do not sand, scrape, or drill into floor tiles. Have AIB panels tested before any kitchen refurbishment.

Bathroom

Common ACMs:

  • AIB panels behind bath panels and around boilers
  • Vinyl floor tiles
  • Artex on ceilings
  • Asbestos rope gaskets around old boilers and immersion heaters

Recommended action: Commission a survey before removing bath panels or replacing boilers in pre-1985 properties.

Living Room / Bedrooms

Common ACMs:

  • Artex textured ceilings and walls (very common 1965–1985)
  • AIB ceiling tiles (suspended tile systems)
  • Vinyl floor tiles beneath carpets
  • Asbestos paper backing on floor tiles

Recommended action: Artex in good condition can be left in place and managed. Do not sand or dry-scrape Artex — wet methods only if removal is necessary.

Garage / Outbuildings

Common ACMs:

  • Asbestos cement corrugated roof sheets (very common)
  • Asbestos cement flat roof sheets
  • Asbestos cement guttering and downpipes
  • AIB internal wall panels
  • Asbestos cement soffit boards

Recommended action: Asbestos cement garages are the single most common ACM we remove. Do not drill, cut, or pressure-wash asbestos cement — it releases fibres.

Boiler Room / Utility

Common ACMs:

  • Pipe lagging on hot water and heating pipes
  • Asbestos rope gaskets and seals
  • AIB panels around boilers
  • Asbestos flue pipes

Recommended action: Pipe lagging is among the most hazardous ACMs in domestic properties. Commission a survey before any heating system work.

Buying or Selling a House with Asbestos

Asbestos is one of the most common issues to arise during property transactions involving pre-1999 homes. Understanding your obligations — whether you are buying or selling — can prevent costly disputes after exchange.

If You Are Selling

The Property Information Form (TA6) requires sellers to disclose known material facts about the property. Known asbestos falls within this obligation. Failure to disclose can constitute misrepresentation and expose you to legal liability after completion. We recommend commissioning a management survey before listing, so you can disclose the results transparently and avoid renegotiation after the buyer's survey.

In many cases, having a current asbestos register and a clear management plan actually supports the sale — it demonstrates responsible ownership and removes uncertainty for the buyer. Where ACMs are in poor condition, addressing them before listing is usually more cost-effective than accepting a price reduction at exchange.

If You Are Buying

A standard RICS homebuyer report does not include asbestos testing. If you are purchasing a property built before 1999, we strongly recommend commissioning a separate pre-purchase asbestos survey before exchange. This identifies all accessible ACMs, assesses their condition, and provides a written report with remediation recommendations and indicative costs.

Armed with a survey report, you can negotiate the purchase price to reflect remediation costs, request that the seller removes specific ACMs before completion, or make an informed decision about whether to proceed. The cost of a pre-purchase survey is a fraction of the cost of discovering undisclosed asbestos after you have moved in.

What to Do If You Suspect Asbestos in Your Home

The correct response to suspected asbestos depends on the condition of the material and whether any building work is planned. The following four steps cover the most common scenarios.

Do Not Disturb

If you have found or suspect asbestos-containing material, do not touch, drill, cut, sand, or otherwise disturb it. Leave it in place and keep others away from the area until a professional assessment has been completed.

Commission a Management Survey

A management survey by a UKAS-accredited analyst will identify all accessible ACMs, assess their condition, and produce a written register. This is the foundation of responsible asbestos management and is required before any building work in a pre-1999 property.

Assess Condition and Risk

Not all asbestos needs to be removed immediately. ACMs in good condition and unlikely to be disturbed can often be managed in place with periodic re-inspection. Your survey report will provide a risk rating and recommended action for each material found.
